Do you know the entire United States of America have been constantly irradiated with the electromagnetic wave for many years? Why?
The GWEN (Ground-Wave Emergency Network) system was built in 1980 by government (It is at the same year which the US Senate passed the Intelligence Oversight Act of 1980). This GWEN system can emit the VLF or low radiation wave (a kind of electromagnetic wave) and can be transferred as energy by using the power beaming system patent.
This system emitts VLF which can effect the behavior of human brain.
According to the government claims, the GWEN system was allegedly designed for the purpose of maintaining defense communications in case of a nuclear war. (Please see detail on page 301 on Cross Currents by Dr. Robert Becker).

However, the fact is obviously different.
Why?
A communication system for use in case of a nuclear war should be built to withstand the conditions which will occur in a nuclear war. Otherwise, it is useless.
However, according to Dr. Robert Becker's opinion, the entire network is highly dangerous to destruction from an electromagnetic pulse (EMP) generated by a high altitude nuclear explosion (see attachment 18 for detail).

Therefore, it is illogical to claim that the GWEN system's function is to use as the communication system in event of a nuclear war. That's because this GWEN system cannot even survive the side effect of a nuclear war (it will be rendered useless by the electromagnetic pulse).
Also, if this system is only used for communication in the event of a nuclear war, then they don't need to use it right now because we are not at war currently. Yet the following information points out that the GWEN is currently being used.

The above report has proven that this system has been turned on and cannot be turned off or dismantled without special legislation from Congress. The above facts have showed us that this system is not really used for the communication in nuclear war.
Why?
They use the "Military Communication System in time of nuclear war" as an excuse to avoid the general public's opposition to the construction of GWEN. That's because the GWEN system has been used for other functions.
So, what is the hidden functions of it? In my own opinion, the most important functions of GWEN system should be that its electromagnetic waves can be remotely "linked" the electric system of every car, boat, home, etc. within a short distance by invisible operatives (who sectret;y enter people's homes/workplaces, vehicles, etc.) in America.
Why?
The GWEN system also emit the VLF, a kind of electromagnetic waves. These VLF (low radiation waves) will be broadcast from the 300-500 feet high towers to hover above the ground (rather radiating into the atmosphere). That's because its frequency is specially selected around the 150-175 kHz (please see detail on page 301 of "Cross Current" by Dr. Robert Becker).

Why do they need the type of low radiation wave which hug the ground instead of radiating into the atmosphere?
If these low radiation wave are radiating into atmosphere, these low radiation wave are not used in the GWEN area. However, these low radiation waves are hugging the ground (even basement) from the 300-500 feet high air (the height of towers). Therefore, you can figure out that the low electromagnetic waves will totally cover our entire nation from the 500 feet height in air to the ground (it can reach higher than the Empire building of New York) to the ground (or go as low as the ground of the basement of every house & public building).
It is just like a wireless (electromagnetic waves) web which covers all of America from 500 feet in the air to the ground, including any underground structures. Why would they do this on entire nation?
That's because they wanted to keep entire nation's people in an electromagnetic field in order to remote manipulate people's emotions, behaviors, health and lives (see details on attachment 16).
Furthermore, based on the power beaming system patent, the involved LEO & operatives can just remotely power the electromagnetic wave to "wire" the electric system of every car, boat, home, etc. in America, or transfer the electromagnetic wave as electric energy to reinforce their electric power on their emitters.
Thus, it can be used to power the hidden emitters in car, boat, home, public building (e.g. supermarket, hospital, shopping mall, etc.) by the nearby invisible operatives within a short distance to injure victims and manipulate people's lives (within the electromagnetic field of entire nation-United States).
So the hidden functions of the GWEN system should be used for surveillance, to provide the energy to power hidden emitters (including the infrasound), and used as wire-less "electromagnetic web" to wire" every electrical system of car, boat, home etc. Therefore, the operatives can remotely power the hidden emitters in cars, boats, homes, shopping centers, public building, etc. to attack victims from surveillance station/system.
That because these VLF will be constantly presented & covered the entire United States of America from 500 feet height until ground as a wireless web. This will also show that the GWEN system is the main energy source of life control surveillance system.

Therefore, after the entire US population has been set into the electromagnetic field (waves) which was emitted from towers of the GWEN system, the invisible operatives can secretly enter people's home/office, car etc. to nearby their target and remotely use a carrier frequency to connect human brain; then they can send a signal to remotely manipulate people's emotional states, behaviors etc. within a short distance.
Thus, after the GWEN system was built, the surveillance system was originally designed as a citizens' emotional & behavioral control surveillance system. It means that people have been set to live in a huge electromagnetic field after GWEN system built. Thus, the invisible operatives can secretly enter people's home/office, car, boat, etc. to nearby a target and use remote electric method to manipulate the emotion states and bodily functions of an unaware target within a short distance.
