The limited amount of money available for research in New Zealand makes scientists very careful not to conduct wasteful or unnecessary research. Also, for many years the Medical Research Council has awarded grants only where ethical requirements are met.
The new way of funding most research is an added safeguard. Because researchers now have to apply to a single government agency for most of their funds, it is unlikely that more than one research group would get money to carry out the same project.
